Stewart McDonald, Ed.D. – Executive Director

Stewart began his service in Special Education, serving children with severe emotional disturbance and behavioral needs.  Throughout his public-school career, Stewart focused on managing resources and staff, as well as on federal and state mandates, to ensure the child remained at the center.  Stewart earned a Bachelor of Arts in Special Education, a Master of Educational Leadership, Superintendent Endorsement, a Graduate Certificate in Education Leadership and Management, a Graduate Certificate in Educational Leadership and Accountability, and a Doctor of Educational Leadership and Management.  Stewart joined the CODI team as the Executive Director in December 2019. He completed the Foraker Group—not-for-profit executive Leadership Intensive in 2020. Stewart considers serving children and families the highest calling and honor.

Chelsea Weber – Finance and Human Resource Director

Chelsea joined the CODI team in 2018. She has worked in the health administration field since 2015. She earned her Bachelor’s in Business Management in 2021 and has been an essential CODI team member dedicated to the mission and client success. Chelsea is nationally certified in health care compliance. Chelsea reorganized CODI’s Medicaid compliance and billing program, improving both productivity and the quality of client services. Her work paved the way for CODI’s first employee health insurance benefits. The Alaska Behavioral Health Association recognized her work with the 2025 Shining Star Award for her contributions to Alaska’s behavioral health organizations.

Allen J Blair, PsyD, LPC- Clinical Director

Allen earned a doctoral degree in Counseling Psychology at Alaska Pacific University and is a Licensed Professional Counselor. Allen has two decades of combined clinical and counseling experience, including child/youth and family behavioral health clinic treatment, inpatient treatment, residential psychiatric treatment, and private practice. Academia experience includes presentations of “An Alaskan Transition System for Improving Outcomes of Youth and Young Adults in Community and Rural Settings: TIP Model Implementation & Sustainability”, Georgetown Training Institutes; Forensic Assessment; and The Neurobiology of Instrumental and Impulsive Aggression. Allen has served as CODI’s Clinical Director since 2014.

Behavioral Health Associates

Behavioral Health Associates work directly with our clients to support them one-on-one in the classroom and out in the community.

Case Managers

Case Managers work with the client’s families to support them and link them to resources, as well as work directly with our clients to support them in the community.
